HOW DRU CATCH SEES IT
Romania: The Ribbon Is Cut. The Door Is Still Locked.
Sector 5 City Hall pulled off a genuinely rare bureaucratic feat this week: announcing a completed construction project and explaining why nobody can use it - in the same paragraph, in the same press release, on the anniversary of the disaster that made the project necessary. Four people died when a gas explosion tore through a building on Calea Rahovei in October 2025. Twelve months later, the institution sent a warm self-congratulatory statement about the rebuilt classrooms at Dimitrie Bolintineanu Theoretical High School. Then, almost immediately, it noted that students remain locked out because unnamed 'authorities' have yet to clear the space. The unnamed authorities include City Hall itself.

Builder, Blocker and Press-Release Writer: Same Office, Same Letterhead
This is not an administrative technicality you can pin on a separate department down the hall. The institution that swung the hammers is the same institution that holds the approval stamp, and both remain in the same building on the same letterhead. When a curious parent asks why the kids are still doing double-shift schedules a full year on, the honest answer is: the office that just emailed you a solidarity message has not finished its own paperwork. That is not a gap between two bureaucracies. That is one bureaucracy arguing with its reflection - and losing.
"The Safety of Children Is a Priority" - Just Not Priority Enough to Unlock the Door
City Hall's own phrasing - that no one wants another tragedy and that children's safety comes first - is not factually wrong. It is, however, a curious thing to write directly beneath a boast about finished classrooms that no child has entered. Parents described as 'dissatisfied with the short schedule' are, in plain language, still splitting their children's school day into cramped half-shifts because the renovated wing is unavailable. Solidarity, continuous effort, complex administrative procedures: all of those things were mentioned in the anniversary statement. The door is still padlocked. The key is on City Hall's belt.

When a public institution is simultaneously responsible for completing a construction project and for issuing the safety clearance that would allow it to be used, who is accountable when both tasks remain unfinished a year later?
